SUPERVISORY COMMITTEE ON MULLAPERIYAR AND ITS SUB-COMMITTEE:
In regard to the dam safety issue of Mullaperiyar between the states of Kerala and Tamil Nadu, Hon’ble Supreme court in its order dated 07.05.2014 constituted a 3-member Supervisory Committee under Chairmanship of Chief Engineer, Dam Safety Organisation, CWC, MoWR, RD&GR, The Additional Chief Secretary, WRD, Govt of Kerala and Principal Secretary, PWD, Govt of Tamil Nadu are the members of the Committee. The power and functions of the Committee as laid down by Hon’ble Supreme Court are:-
- 1.The Committee shall supervise the restoration of FRL in the Mullaperiyar dam to the elevation of 142 ft.
- 2.The Committee shall inspect the dam periodically, more particularly, immediately before the monsoon and during the monsoon and keep close watch on its safety and recommend measures which are necessary. Such measures shall be carried out by Tamil Nadu.
- 3.The Committee shall be free to take appropriate steps and issue necessary directions to the two States - Tamil Nadu and Kerala – or any of them if so required for the safety of the Mullaperiyar dam in an emergent situation. Such directions shall be obeyed by all concerned.
- 4.The Committee shall permit Tamil Nadu to carry out further precautionary measures that may become necessary upon its periodic inspection of the dam in accordance with the guidelines of the Central Water Commission and Dam Safety Organization.
The Committee meets from time to time as mandated.In 2nd Supervisory committee meeting, it was decided to constitute a Sub Committee to scrutinize all data for close monitoring of the safety of the dam. Committee inspects the dam periodically, more particularly, immediately before the monsoon and during the monsoon and keep close watch on its safety and recommends measures which are necessary. The sub-committee brings to the notice of the supervisory committee urgent issues, if any. The sub-committee is headed by Executive Engineer, South Western River Division, CWC, Kochin. The members of the Sub-Committee are one Executive Engineer and one Asistant Executive Engineer level from both the member states
