Human Resource Management
Human Resource Wing of Central Water Commission looks into administrative, establishment and personnel service matters such as recruitment/appointments, promotion/ACPs, transfers, deputation, confirmation, seniority, recruitment rules, sanction of leave, grant of various advances, fixation of pay and allowances, maintenance of service books and leave accounts, conduct rules, disciplinary and vigilance matters, cadre review, reimbursement of medical claims, career management of employees of Central Water Commission at headquarters (HQ) as well field formations, matters related to various court cases, maintenance of confidential reports of officers and staff of CWC and training of newly recruited and in-service CWC officers.
HRM wing is headed by a Chief Engineer and is assisted by Secretary, CWC, Director (Technical Coordination) , Director (Procurement Construction and Planning ), Director (Water Systems Engineering), Director (Training) from Central Water Engineering (Group ‘A’) Services (CWES) and Director (Administration), Director (Establishment) and Deputy Secretary from other services. CE (HRM) directly reports to the Chairman, CWC.
This wing also deals with service matters of officials belonging to cadres other than CWES Gr ‘A’ Service. CE, HRM, being its head, periodically reviews the recruitment/promotion aspects of all cadres.
Director (Technical Coordination)
Director (TC) is responsible for, coordination of technical activities of CWC with MoWR,RD & GR and within CWC particularly parliament questions related matters, providing assistance to Chairman, CWC in technical activities associated with water resources sector, registration and empanelment of consultants in the field of water resources sector, monitoring and coordinating the study on restructuring of CWC, preparation of Annual Report of CWC, collection, compilation and submission of material for weekly/monthly/half yearly/yearly returns to the Ministry. It compiles significant activities of CWC from each wing, HRM unit including Training Dte, and forward it to S M Dte for updating the CWC web-site on monthly or periodical basis. This Dte is tasked to prepare/coordinate the stand of CWC to counter/buttress views that frequently pop up in media. This unit provides feed / inputs to all Members and Chairman, CWC as and when required.
Director (Training)
Training Directorate arranges and co-ordinates activities related to capacity building /training programmes/ seminars/workshops on Jal Kranti etc. in fields of water Resources Sector for in-service offices of CWC and other Central/State Govt. Departments and their Organisations; Development of training facilities and infrastructure in all field organisations. Training Directorate also arranges Apprenticeship Training for fresh engineering graduates/diploma holders/vocational certificate holders in collaboration with Board of Apprenticeship Training, Kanpur. This directorate also coordinate with all coordination directorates of CWC to push forward capacity building of Human resources in CWC at all levels. It also coordinate with NWA for routine meetings of Program Advisory Committee/Advisory Committee of NWA; Collects PIs of NWA/feedbacks of trainees, and place it before higher authorities in CWC; to maintain a pool of distinguished guest faculty of diverse areas, and arrange their talks on diverse/burning topics as often as it is possible at both CWC (HQ) and NWA, Pune. It maintains a database of all officers of their training records, and works for their capacity building aligned with CWC training policy.
Procurement Construction and Planning (PCP) Directorate
Director (PCP) is responsible for, maintenance of office premises as well as physical infrastructure of in Sewa Bhawan, West Block No.1 and West Block No 2, which include regular upkeep of space occupied by CWC, procurement and distribution of stationery, office furniture etc., installation/shifting/ maintenance of telephones provided at office & residence of officers and maintenance of EPBAX, fax, water coolers, photo-copying machines, cars and other vehicles for ewe headquarters.
Secretary, CWC
Secretary, CWC is looking after establishment matters of officers belonging CWES and matters related to vigilance, accounts, budget, O&M, Commission meetings etc. Secretary, CWC is also designated as Vigilance Officer and Grievance officer for CWC. Make attempts to revisit establishment related old OMs/guidelines/office procedures, and tune it to the need of current challenges. Also, Conducts periodical review of issues with all Directors (Coordination) vital for holding Commission Meeting.
Water System Engineering
Director (WSE) is responsible for, application of various system engineering models for water resources planning, development and management considering basin/sub-basin as hydrological unit, providing technical assistance to state governments in application of system engineering techniques for optimum and efficient utilization & development of water resources and carrying out studies related to drought. Water System Engineering Directorate, CWC has also been entrusted with the managing IEC activities of CWC with help of Social Media accounts etc.
