The Indian National Committee on Surface Water (INCSW) was constituted vide MoWR Office Order No. 18/30/2011 - R&D/1478-1502, dated 16.06.2012.

INCSW was evolved after merger of four earlier INCs

- Indian National Committee on Irrigation & Drainage (INCID)
- Indian National Committee on Hydrology (INCOH)
- Indian National Committee on Hydraulics (INCH)
- Indian National Committee on Geo-Technical Engineering & Construction Material (INCGE&CM)

R&D Program Implementation Guidlines - MoWR

Terms of Reference (TOR)

  • To give advice to Central/State Governments and their agencies on matters related to Surface Water, to appoint expert panels to consider special problems to advice the committee
  • To prepare and periodically update the state-of-the-art in the country in Surface Water sector; to disseminate information related to Surface Water; to support and conduct mass awareness programmes
  • To undertake studies on historical appreciation of development of Surface Water and introduce perspective planning for research in Surface Water
  • To recommend funding for the infrastructure development of Surface Water research institutions as well as recognition of Centres of Excellence in Surface Water, to maintain effective co-operation with other National Committees/Boards/ Ministries & Govt. Deptt/Universities & other Academic institutions
  • To coordinate the R&D activities in Surface Water in general and R&D programme of MoWR in particular; to monitor the progress made by the executing institutions on research schemes; to identify areas needing immediate attention, to avoid overlaps in research programmes of different institutions, to invite and encourage R&D proposals in areas having inadequate work done; to encourage national institutions/voluntary, professional bodies and non-commercial NGOs to take up R&D in Surface Water;
  • To promote HRD programmes, leading to specialisation of research staff and recommend encouragement for outstanding research personnel;
  • To promote and coordinate effective participation of India in the international programmes related to Surface Water and to act as national committee for such international bodies where required;
  • To encourage indigenous industry through loans to take up technological development in Surface Water;

At present, Director,INCSW Secretariat, Central Water Commission is the Member-Secretary of INCSW.

The INCSW Secretariat presently comprises of a Director, a Deputy Director and supporting staffs.

For meeting the expenditure of INCSW Secretariat, budget is provided by Ministry of Water Resources in each financial year.

International Co-operation

India is the founding member of International Commission on Irrigation and Drainage (ICID) and Indian National Committee on Irrigation & Drainage (INCID) was representing India in ICID. In the year 2012, INCID was merged in INCSW vide MoWR order No. 18/30/2011-R&D/1478-1502, dated 15.06.2012. In the order dated 15.06.2012, under the function of this committee (INCSW) at point No 7 following is mentioned:
  • “To promote and co-ordinate effective participation of India in the international programmes related to Surface Water and to act as national committee for such international bodies where required.”

Accordingly, INCSW is now representing India in ICID as National Committee.

Awards and Publications

  • One of the many activities, transferred to INCSW as legacy of erstwhile INCID, is to continue with the responsibility of scrutinize and select nomination for Jain-INCID awards and WatSave Annual Award(s).

  • The Indian National Committee on Irrigation and Drainage (INCID) in association with M/s Jain Charities, Jalgaon (Maharashtra) have Instituted awards since 2002, to honour persons making significant contribution towards development of modern technology in the field of irrigation, drainage and water management and related subject. There are two awards namely:

  •  a) JAIN - INCID SOOKSHMA SINCHAI PURASKAR
     b) JAIN - INCID KRISHI SINCHAI VIKAS PURASKAR
The award comprises of a cash payment of Rs. 51,000/- and a plaque with citation. Each award is given every alternate year. The award is conferred to an individual/Institution on the Water Resources Day or World Water Day at a national function. Chairman, INCID / CWC is the Chairman and Member-Secretary, INCID is Member-Convenor of the selection committee of the Jain INCID Award with members from WAPCOS, ICAR, a WALMI, VC of an Agricultural University, an eminent personality from Agriculture/Irrigation/Water Management Field (Nominee of JC) and a representative of JC.

Annual Awards

Since 1997, ICID has instituted WatSave Annual Award(s) which are presented each year to recognize outstanding contributions to water conservation or water saving in agriculture.

Indian National Committee on Surface Water (INCSW) being the national committee representing India in ICID, is vested with the responsibility of scrutinize and select nomination from India and forward to the ICID for final selection for the WatSave Award .

The award consists of an honorarium and a Citation.

The Awards are given in the following four categories –
