Shri R.K Sinha, a 1984 batch UPSC officer of Indian Engineering Service and at present Member (River Management), Central Water Commission, received his undergraduate degree in Engineering in 1983, and joined Central Water Engineering (CWE) Group ‘A’ Service (Central Water Commission) on 9th December, 1986 as an Assistant Director in Hydel Civil Design (N&W) Directorate.

He has worked in various capacities in Central Water Commission, Ganga Flood Control Commission with expertise in Civil and Structural Design of WRD Projects, Survey & Investigation and preparation of DPR, Design of Power House, HO/FF related works, Examination of Flood Management Schemes, Overall Planning and Design of Hydro mechanical Equipments (Tala Bhutan), Examination of Flood Management Schemes for their Techno-Economic Appraisal followed by Central funding, Post Project Performance Evaluation Study of Completed Major/Medium Irrigation Projects, Organizing Benchmarking Workshops in different States, Monitoring of Major/Medium projects under AIBP & CAD, Morphological study of Brahmaputra River etc. Under MoWR’s flagship programme, “Jal Kranti Abhiyan”, Mr. Sinha created the sole water conservation plan for Meghalaya, which was then adopted by the Ministry & CWC as a model for conservation work in water scarce areas in the entire country. He was pivotal for completion of survey and investigation of one project of Meghalaya Government within stipulated time and other such projects of the north-eastern region pending since long were got expedited. He has also presented various technical papers at national/international level Conferences/Seminars/workshops in addition to his contribution towards writing on technical topics. He has varied experience at various levels of working in CWC for about 33 years. He also worked as Chief Engineer, Brahmaputra and Barak Basin Organization at Shillong looking after eight North-eastern States and Chief Engineer, POMIO prior to the assignment of Member (RM) w.e.f. 20.02.2019.
