  3. Professional Experience
    • Formulation & Implementation of Schemes – Formulation, approval and implementation of schemes such as Pradhan Mantri Krishi Sinchaee Yojana (PMKSY), Special Package for Irrigation Projects in Maharashtra, Rajasthan Feeder – Sirhind Feeder, Shahpur Kandi Dam Project, Polavaram Project, etc. Under PMKSY (launched in 2016-17), 99 Major / Medium Irrigation (MMI) projects were prioriitized in the country for completion in phases. Funding arrangements for both Central and State Share made through NABARD. Number of initiatives taken such as putting in place MIS for monitoring the schemes, guidelines for implementation of Under Ground Pipe Line network, etc. to expedite the works.
    • Conflict Resolution among States: Works related to Inter-State issues, Inter-State Agreements, Administration of Inter-State River Water Disputes Act, State Reorganisation Acts, etc. During 2015, successfully resolved the issue between Telengana and Andhra Pradesh regarding the usage of Krishna river water in the absence of Tribunal Award. MoU signed among States during July 2015.
    • Inter-linking of River Programme – Preparation of PFR, DPRs of ILR Project, consensus building amongst concerned State, etc.
    • International Matters – Matters related to Indus Water Treaty 1960 between India and Pakistan and Indus Water Commission as it’s Commissioner. Led delegation for Indus Commission meetings with Pakistan. The objections of Pakistan on Free Board issues related to two projects were resolved successfully.
    • Appraisal & Monitoring of Project - Works related to Techno-economic appraisal of various MMI projects, construction monitoring of MMI projects including aspects such as remedial measures for bottlenecks, environmental & rehabilitation aspects, status reports, Central Assistance to projects, etc.
    • Flood Forecasting / Hydrological Observations - Gauge / discharge and Flood Forecasting related matter in tough Lahaul areas, H.P.
    • Human Resources Management, Administration and Vigilance Matters - Matters related to Cadre Management of CWES Group ‘A’ officers (Recruitment rules, transfer/posting, promotions, departmental examinations, etc.) Matters related to Commission as Secretary of the CWC. Matters related to Vigilance, Grievances, O&M, budget, etc. Implemented various Human Resource Management (HRM) measures such as Biometric Attendance System, Online APAR and GPF sysem, Bio-Data Information System, proposals for cadre review / restructuring of CWC as Secretary, CWC.

    • Attended Dam Break Modelling Course at DHI, Denmark during September 1999. Also participated in various Technical Forums abroad.

Two of the papers namely, ‘Reforms in Irrigation Sector in India’ presented at ICID Conference in Bali, Indonesia during September 2019 was also published by Wiley Publisher and ‘Water Resources Management – An India Perspective’ presented at Roorkee Water Conclave – 2020 during February 2020 was selected for publication by Springle Publications. .
  7. Other Professional Activities
    • Participated from CWC in Chota Sigri Glacier Expedition (Spiti, H.P) during summers of two consecutive years (1988 and 1989) for mass balance studies of the glacier..
