1. Hydrological Observation Circle, Bhubaneshwar

Hydrological Observation Circle, Bhubaneswar is responsible for collection, validation and publication of hydrometerological data and flood forecasting with its two divisions namely Eastern Rivers Division located at Bhubaneswar and Mahanadi Division, located at Burla. There are 103 nos sites in total, the basin wise bifurcation are as under-

2. Monitoring Unit Under M&ERO, Bhubaneshwar,

Monitoring & Appraisal Dte., CWC, Bhubaneshwar, as a part of Mahanadi & Eastern Rivers Organisation deals with matters related to; monitoring of schemes under Centrally Sponsored Accelerated Irrigation Benefit Programme (AIBP), Command Area Development (CAD) Programme, monitoring of on-going RRR of Water bodies, techno-economic appraisal of Water Resources Projects (medium irrigation projects) and various flood management schemes received from the State Governments.

Original assignment of M&A Directorate was to monitor physical and financial progress of a few under – construction major/medium irrigation projects, and technical appraisal of medium projects in the inter-state river basins of Orissa. During 1995, there were seven projects only being monitored by the M&A Dte. In 1996, AIBP was launched when 6 nos. of projects were brought under AIBP funding, and, monitoring of those projects were assigned to the M&A Directorate. Over the years, the number of projects kept on adding under various schemes of central funding like CADW&M,RRR,FMP etc.

It also scrutinizes the proposals for Central Loan Assistance (CLA) under AIBP and recommends for sanction/release of CLA to the Ministry of Water Resources. It also undertakes preparation of status report and quarterly progress report of monitored projects, along with co-ordination with Odisha State Government/ CWC HQ/ MoWR in respect of monitoring activities for projects. Director, M&A is also the member of State TAC to the State Flood Control Board and Member of TAC for Irrigation Projects of Odisha Govt.

3. Mahanadi Division,BurlaM

After the the devasting flood in Odisha in the year 1982,Mahanadi Division with its head quarter located at Burla (Sambalpur) was opened in 1983.The division was entrusted with the works of flood forecasting in Mahanadi Basin at upper reaches. The Division was mainly issuing inflow forecast to the Hirakud Reservoir. After reorganisation it has now been issuing level forecast also covering the entire reaches of Mahanadi Basin. Besides flood forecasting it also carryout hydrometerological observations in Mahanadi Basins.

Mahanadi Division has four Sub-divisions which are as under-

  2. Middle Mahanadi Sub-Div. I,CWC, Raipur
  3. Middle Mahanadi Sub-Div. II,CWC, Burla
  4. Lower Mahanadi Sub-Division, CWC, Bhubaneswar
