3.1.1 General
The cases are initiated by Assistant Director (AD) / Extra Assistant Director (EAD), checked by Deputy Director (DD), put up to Director for finalization and thereafter approved by Chief Engineer (CE) In general majority of references/issues are disposed of at the level of Chief Engineer when no policy matter is involved. When policy matters are involved, approval of concerned Member / Chairman, CWC is obtained before disposal. In case of field organization the cases are initiated by AE/AEE at the sub-division level checked by Executive Engineer at the division level and put up to the Superintending Engineer at the circle level for finalization, and thereafter approved by Chief Engineer (CE).
3.1.2 Parliament Questions
Preliminary data / material relating the Parliament Questions is identified and compiled at the level of AD/EAD and draft material for reply formulated by DD is finalized by the Director and final material for reply is submitted for approval to Chief Engineer in case of Unstarred Questions. In case of unstarred questions involving policy matters and starred questions pertaining to only one wing, the draft material for reply is sent by the CE to the concerned Member for approval. In case the question pertains to more than one wing, then the wing to which major part of question belongs acts as the nodal wing for that Parliament question. In case of an unstarred and starred question involving policy matters and pertaining to more than one wing, draft material for reply is put up to the Chairman, CWC for approval.
3.1.3 Appraisal of Projects
One of the important activities assigned to Central Water Commission is techno-economic appraisal of irrigation, flood control and multipurpose projects proposed by the State Governments. This task is performed and coordinated by the Project Appraisal Organisation (PAO).After establishment of techno-economic feasibility of the project, the Technical Advisory Committee (TAC) of Ministry of Water Resources (MOWR) on Irrigation, Flood Control and Multipurpose Projects headed by the Secretary, Water Resources (WR) considers projects for acceptance and thereafter recommends the same for investment clearance to the Planning Commission. Besides these, the Hydro-power projects proposed by State Electricity Boards/Private Sector Organisations are also scrutinised in CWC from the view point of hydrology, civil design, inter-state issues and cost angles and for establishing water availability for cooling and other purposes in case of thermal projects and Techno Economic clearance is accorded by Central Electricity Authority (CEA).Technical aspects of water supply schemes are also appraised when referred by the State Governments. A similar function is discharged by the Project Preparation Organisation (PPO) under a Chief Engineer in respect of Major, Medium Irrigation and Water Resources Consolidation/Restructuring Projects, which are posed for external assistance. Process for techno-economic appraisal of projects is given below:
(i)Major Projects Major Irrigation Projects with Culturable Command Area (CCA) of more than 10,000 hectares: examined for various aspects in specialised Directorates in CWC and in the Ministries of Water Resources, Agriculture, Environment & Forests and Tribal Affairs. In case of multipurpose projects, examination in Central Electricity Authority is also done for power component. The existing procedure for scrutiny and examination of irrigation and multipurpose projects by Central Water Commission and acceptance by the Planning Commission for inclusion in the State Development Plan has been revised and simplified.Now Preliminary Report, prepared in brief, covering basic planning aspects are examined first and ‘In Principle’ consent of CWC for DPR preparation is communicated on the basis of soundness of proposal.Clearances for Environment, R&R plans and concurrence of State Finance etc. are to be obtained and submitted along with DPR so that once cleared by the Advisory Committee, the investment clearance of the Planning Commission would follow soon and the project can be started without waiting for different clearances from different sources.The revised two stage clearance procedure is applicable w.e.f. October 2001. After the project proposal is received in CWC an EAD/AD examines the proposal, compiles the observations of specialized CWC Directorates and prepares the draft reply, if any, for consideration by the Deputy Director. He also initiates the TAC notes based on the DPR. Deputy Director checks the proposals/cases submitted by the EAD/AD for their correctness and suggests further action to be taken on the case, if any, otherwise submit the same with his recommendation to the Director. After review, Director submits the comments to the Chief Engineer (PAO) for approval before forwarding the same to the concerned State Govts. After project is cleared from all specialised directorates of CWC, notes for Technical Advisory Committee of MoWR are finalized by the Director and the same is put up to the CE (PAO) for getting approval of the Member (WP&P), CWC. CE (PAO) as its Member- Secretary presents the case to the Technical Advisory Committee of MOWR for consideration. CE (PAO) and his Directors also interact with the officers of the State Governments, Govt. Undertakings, MOWR, Planning Commission, MOEF and other central agencies to sort out issues pertaining to the appraisal of projects and their clearance by Advisory Committee/Planning Commission.
(ii)Medium Projects For Medium Irrigation Projects (CCA 2,000 to 10,000 hectare): State Governments are required to submit only a Performa report to the Appraisal and Monitoring Units of the respective field units of CWC. Hydrology and design aspects are to be certified by the Central Design Organisation (CDO) of the concerned State Governments and such certificates are to be submitted along with the proposal for medium projects. As per revised guidelines, concurrence of State Finance and clearances of MoEF and MoTA for R&R plans etc., wherever applicable, are to be obtained from the Project authorities and submitted along with the TAC note prepared by the Regional Office of CWC to CE (PAO), which are put up by the CE (PAO) to the Advisory Committee for consideration and acceptance. After the project proposal is received in the regional office of CWC an EAD/AD examines the proposals/cases, compiles the observations and prepares the draft reply, if any, for consideration by the Deputy Director, who checks the proposals/cases submitted by EAD/AD for their correctness and suggests the further action to be taken on the case, if any, otherwise submits the same with his recommendation to the Director. After review, Director submits the comments to the Regional Chief Engineer for approval before forwarding the same to the concerned State Govts. Once proposal is found techno-economically viable, TAC notes prepared by the concerned directorates are sent to CE (PAO) with the approval of the Regional Chief Engineer for putting to the TAC of MoWR for clearance of the proposal.
(iii)Flood Management Projects:Flood Management Organisation (FMO), Central Water Commission examines the Major, Medium and Minor Flood Management Projects and Multi purpose Projects having flood control aspects pertaining to basins other than the Ganga basin to establish their techno-economic feasibility before submission of the same to the Technical Advisory Committee on Irrigation, Flood Control and Multi-Purpose Projects of the Ministry of Water Resources for approval and investment clearance by the Planning Commission.
As per the revised guidelines issued by the Planning Commission in Sep, 2003, schemes costing upto Rs. 7.5 crore can be sanctioned by the State Govts. Themselves after these are duly approved by the State Flood Control Board (FCB) on the advice of State Technical Advisory Committee. Schemes having inter-state implications are required to be cleared by CWC and schemes with international implications are required to be got cleared from MoWR before approval by the State Flood Control Board. Schemes costing more than 7.5 crore and not exceeding 15 crore, which are on inter-state rivers and tributaries after processing through State TAC & FCB, are examined in CWC for Techno-economic clearance. On the recommendations of CWC, the approval of these schemes for inclusion in Plan will be processed by the Planning Commission. For schemes with international implications, State Govts. are required to obtain specific clearance from MoWR before recommending to CWC/GFCC for detailed examination and Techno-economic clearance.
For all schemes costing more than 15 crore, the same procedure as applicable to schemes costing between 7.5 crore to 15 crore has to be followed. The schemes will be put up to the TAC of MOWR for approval and subsequent investment approval of the Planning Commission. After the project proposal is received in CWC an EAD/AD examines the proposals, compiles the observations of specialized CWC Directorates, if any and prepares the draft reply for consideration by the Deputy Director. He also initiates the TAC notes based on the DPR. Deputy Director checks the proposals/cases submitted by EAD/AD for their correctness and suggests the further action to be taken on the case, if any, otherwise submit the same with the recommendation to the Director. After review, Director submits the comments to the Chief Engineer (FMO) for approval before forwarding the same to the concerned State Govts. After project is found techno-economic viable, TAC notes are finalized by the Director and put up to the CE (FMO) for approval and the same is sent to CE (PAO) for presenting to Technical Advisory Committee of MOWR for consideration as its Member- Secretary.
3.1.4 Design Consultancy
Design and Research wing plays a pivotal role on design andconsultancy of water resources projects at Central Water Commission .Apart from technical appraisal ofwater resources development projects prepared by different agencies,various units of the wing are actively associated with Design Consultancy, Technical Studies and Research & Development activities in thewater resources sector and river valley projects. Major activities under design consultancy comprises of:
- Appraisal of Multipurpose river valley projects in design aspects.
- Planning and Design of hydraulic structures of water resources projects.
- Hydrological studies.
- Review and planning of safety aspects of dams and Monitoring.
Decision making process in design and preparation of drawing, technical specifications, design memoranda etc. involves participation of all the working levels EAD/AD onwards. Various alternatives are discussed and final alternative (either in theform of drawings or design notes) after considering all related issues is submitted by Deputy Director to Director.Director recommends it to Chief Engineer for approval and final adoption.In cases where a policy matter is involved, cases are put up to Member (D&R). In Design Directorates the output is in the form of technical drawings/specifications for various projects at DPR or construction stage.The basic data from project is studied and processed at various levels with due checks & cross-checks.The hierarchy followed for best results is as under:

3.1.5 Procurement Cases
The procurement process is followed as per rules laid down in the Delegation of Financial Power Rules (DFPR), General Financial Rules (GFR), CPWD Manual, Delegation of Financial Powers available to CWC Officers etc.CWC officers exercise Financial Powers as per CWC Publication No. 41/88 “Delegation of Financial Powers available to CWC Officers” and subsequent orders from time to time. For purchases related to Information Technology (IT) development(computers, printers, scanners, softwares etc.), an Expert Group headed by Chief Engineer (DSO) with representatives from National Informatics Centre (NIC), Department of Information Technology (DIT) and other CWC units provide overall technical guidance and supervision. The group goes into the need for development of various IT facilities for smooth functioning of CWC, their quantity and most appropriate technical specifications. Once technical specifications and other details such as quantity of the items and phasing of procurement is finalized by the Expert Group, procurement process through DGS&D or open market as indicated below is initiated.
In case of other items such as furniture, stationery, equipments etc. procurement is done based on the requirement of the various items as per plan and non- plan schemes and regular upkeep of the office premises. In cases of items which are available on DGS&D rate contract, direct order on form 131 is issued, after obtaining the approval of the competent authority as per delegation of Financial powers to CWC officers, for direct supply. For other items not covered under DGS&D rate contract, Notice Inviting Quotation (NIQ)/Tenders are floated after approval of the competent authority. Wide publicity is given on CWC website, notice boards and in case of procurement above Rs 2 Lakhs, through advertisement in leading English & Hindi Newspapers. The tenders/Quotations are then evaluated and put up to the Purchase Advisory Committee (PAC) for consideration. On the recommendation of PAC, the case is put up to the competent authority (Director/Chief Engineer/Chairman/MoWR) for approval as per delegation of Financial Powers depending on the total value of the purchase. On approval of the competent authority, supply/work orders are placed and materials are procured/work got done. Decision making process for procurement is same as indicated under para 3.1.1, except that approval is given by the competent authority as per Powers delegated to CWC officers. Cases which are beyond the powers of the Chairman, CWC are sent to MoWR for getting approval of the competent authority.
