Functions of Teesta Basin Organization

TBO is entrusted with survey, investigation and preparation & submission of DPR for the development of hydropower potential in the Teesta and Rangit river basins (Sikkim). In the past, this organisation has completed field investigation in respect of five major schemes on Teesta viz. Teesta Hydel Project State-II, Stage-III, Stage-IV, Stage-V & Stage-VI and two schemes on river Rangit viz. Rangit Hydel Project, Stage-III & Stage-IV. At present, this organisation has been entrusted with carrying out survey & investigation for six new H.E. Projects by the Government of Sikkim through central funding. Out of the six projects, two schemes viz. Kalez Khola H.E. Project, West Sikkim and Suntaley H.E. Project, East Sikkim are currently being executed under the jurisdiction of ISD-I & ISD-II respectively. Detailed Project Report for Suntaley H.E. Project has been already prepared and submitted to State Government.

Followings are the main function of TBO :

1. Survey,Investigation and Preparation of DPR for the development of hydropower in the Teesta and Rangit river basins (Sikkim).
2. General Monitoring & appraisal of Irrigation Projects in West Bengal.
3. Monitoring of National Project.
4. Monitoring of major/ medium irrigation projects of Govt. of West Bengal receiving Central Assistance under Accelerated Irrigation Benefit Programme (AIBP).
5. Monitoring of minor irrigation projects of Govt. of Sikkim receiving Central Assistance under Accelerated Irrigation Benefit Programme (AIBP).
6. Monitoring of CAD and Water Management Projects.
7. Monitoring & Appraisal of schemes under Flood Management Programme in Brahmaputra Basin located in West Bengal.
8. Appraisal of Proposals for Medium/Minor Irrigation Projects.
9. Monitoring & Appraisal of Other Centrally Assisted schemes like RRR & Minor Irrigation.
10. Running and maintenance of Hydro-meteorological stations and Seismological Stations in Sankosh Basin in Bhutan for collection of hydro-meteorological and seismological data.
11. Chief Engineer, TBO, Siliguri is the Chairman for the selection committee for posting of JE, UDC, LDC & Steno in Bhutan Investigation Division.
12. Chief Engineer, TBO, Siliguri is Member for the screening committee for preparation of panel for posting of Executive Engineer and SDE in Bhutan Investigation Division.
13. Chief Engineer, TBO, Siliguri is a Member of the State level committee in Sikkim on “Jal Kranti Abhiyan”.
14. For the Scientific Assessment of Flood Prone Area in India Regional Committee were formed in the state of West Bengal & Sikkim to assess the flood prone area as per scientific criteria evolved by the expert committee using latest technologies including satellite based imaginaries.
15. Executive Engineer, BID, Bhutan is Member Secretary for Joint Expert Team (JET) for establishment of Hydro meteorological and Flood forecasting network on rivers common to India and Bhutan.
16. Development of Water Resources Information System (DWRIS) is a new scheme under TBO. This scheme is for strengthening and expansion of hydrological observation network in Sikkim by opening new hydrological observation sites along with Exclusive snow and meteorological station (ESM), water quality and monitoring of glacial lakes.
