Functions of NBO, Bhopal
Narmada Basin Organisation, a Regional Office of Central Water Commission is headed by Chief Engineer and has sanctioned strength of four Directors/ Superintending Engineer. A brief description of important functions performed by NBO is as follows:
- Observation, collection and compilation of Hydrological and Hydro-meteorological data for Narmada river and its tributaries
- Maintaining & operating the Flood Forecasting Network for Flood Forecasting in Narmada Basin in Madhya Pradesh.
- Water quality monitoring and assessment in Narmada Basin rivers.
- Co-ordination of works of CWC in Madhya Pradesh & Chhattisgarh.
- Monitoring of on-going Major & Medium Projects under AIBP, CAD&WM Projects and RRR Projects of Madhya Pradesh & Chhattisgarh.
- Appraisal of medium irrigation projects in Madhya Pradesh & Chhattisgarh.
- To represent MoWR, RD &GR / CWC in the regional Committees, Bodies etc.
Offices under Narmada Basin Organization
- Superintending Engineer (Cord.)
- The post of Superintending Engineer (Cord.) is operating in the office of the Chief Engineer (NBO). The Superintending Engineer (Cord.) assists Chief Engineer (NBO) in co-ordination of all the administrative and technical activities of Narmada Basin Organization.
- In addition to co-ordination work, the Superintending Engineer(C) has administrative control over Narmada Division and its four Sub Divisions who are engaged in HO, FF and WQ monitoring activities.
- Under NBO, Bhopal separate set up for circle office has not been provided so far, therefore, the SE (C) is functioning as SE (HOC) for Narmada Division, Bhopal.
- In addition, various administrative and technical sanctions / approvals of NBO including those of Narmada Division are processed in Chief Engineer’s office. Beside this, SE (C) also acts as Head of Office and DDO for Chief Engineer Office and three other offices under NBO, Bhopal.

- Narmada Division, Bhopal carries out Hydro-Meteorological Observations (Gauge, Discharge, Sediment, Water Quality, Rainfall etc.) with a network of river observation stations; processing, storage & retrieval of hydrological data and formulation and dissemination of flood forecast to the local authorities in their jurisdiction of River Narmada from its origin i.e. Amarkantak to Mandleshwar. Beside this, publication of Water Year Books, Water Quality Books, Sediment Data Books & Flood Appraisal Report is also being handled by this Division. The main activities of Narmada Division are as under:
- Hydro-Meteorological Observation: As a part of hydrological observation activities of CWC, Narmada Division, Bhopal operates a network of 68 HO stations located on various streams in Narmada Basin for collection of Gauge, Discharge, Silt and Water Quality Data. These data are stored after analysis in Divisional Data Bank in addition to the publication in the form of Data Year-books. Among the 68 sites, silt samples are collected and analyzed at 09 stations while water quality samples at 32 stations are collected and sent for analysis to Divisional Laboratory situated at Divisional Headquarter at Bhopal.
- Flood Forecasting: Narmada Division Bhopal issues level forecasts for 02 stations namely Hoshangabad (Under MNSD-I, Hoshangabad) & Mandla (Under UNSD, Jabalpur). Narmada Division also issues inflow forecasts from year 2019 for 5 stations i.e Bargi Dam,Barna Dam, Indira Sagar Dam, Omkareshwar Dam and Tawa Dam.A network of real time data collection is operated consisting of 68 Nos. (HO / FF Sites) as mentioned above in data collection. During flood season this office maintains close liaison with local civil authorities to communicate advance warning for appropriate mitigation measures.
- Publication of Data Books – Besides Hydro meteorological Data collection, publication of Water Year Books, Water Quality Books, Sediment Data Books, Meteorological data Books & Flood Appraisal Report are also prepared by this Division.
- Monitoring & Appraisal Directorate, NBO, Bhopal
- Monitoring & Appraisal Directorate, CWC, Bhopal is assigned with Techno-Economic Appraisal of Medium Irrigation projects of Madhya Pradesh.
- Project reports prepared in accordance with applicable Indian Standards and MoWR's Guidelines for preparation of DPR, examined by State Design office and cleared by State level Project Appraisal and Environmental Appraisal Committee are submitted to Regional Office of CWC. Regional office broadly examines basic planning, hydrology & economic viability. Note for consideration of Advisory Committee of MoWR are submitted to CWC (HQ) along with necessary certificates and statutory clearances. The State Government obtains statutory clearances from the concerned agencies.
- Technical scrutiny/appraisal of basic planning, Inter-State aspect, hydrology & techno-economic viability of medium irrigation projects including modernization projects of Water Resources Department (WRD), Govt. of Madhya Pradesh and Narmada Valley Development Authority (NVDA), Govt. of Madhya Pradesh. After scrutiny of DPR on proforma basis, TAC note is prepared and submitted to PAO, CWC,New Delhi for consideration and acceptance of the project by Advisory Committee of DoWR, RD & GR, MoJS.
- Monitoring of ten irrigation projects (6 major namely Bansagar Unit II Canal, Bariyarpur Left Bank Canal, Mahan (Gulab Sagar), Mahi, Pench Diversion Phase I and Sindh Phase-II and 4 medium namely Singhpur Barrage, Sagad, Sanjay Sagar (Bah) Canal System and Mahuar) under the jurisdiction of WRD, Govt. of Madhya Pradesh which have been considered for central assistance funding under two components of Pradhan Mantri Krishi Sinchai Yojana (PMKSY) viz. Accelerated Irrigation Benefits Programme (AIBP) and Command Area Development and Water Management Programme (CADWM) of DoWR, RD & GR, MoJS.
- Processing of CA proposals of Major / Medium Irrigation Projects in respect of AIBP & CADWM Component of PMKSY as applicable.
- Monitoring visits to Surface Minor Irrigation (SMI) and Repair, Renovation & Restoration (RRR) of water bodies projects in the State of Madhya Pradesh and issue of Status reports.
- Examination of DPR for Micro-Irrigation Component for inclusion in CADWM Programme of Ministry.
- Examination of DPRs of CADWM Component and to give recommendation to DoWR, RD & GR for inclusion in CADWM Programme.
- Co-ordination with Govt. of Madhya Pradesh for various works related to irrigation projects/schemes of GoI.
- To represent DoWR, RD &GR / CWC in the Regional Committees, Inter Ministerial Central Team (IMCT), Bodies etc.
- Submission of various monthly returns to the nodal unit of NBO, CWC, Bhopal. Other technical miscellaneous works as and when received from DoWR, RD & GR, MoJS; CWC (HQ) and State Govt.
- Submission of material for replies to the various parliament questions and RTI to all the concerned.
- Monitoring & Punasa Directorate, NBO, Bhopal
- Monitoring & Punasa Directorate is entrusted with the works related to Repair, Renovation and Restoration (RRR) of Water Bodies, Command Area Development & Water Management (CAD&WM) of Major/ Medium Irrigation Projects in the States of Madhya Pradesh and Chhattisgarh.
- The project proposals of Major/medium irrigation projects submitted by respective State Governments for release of Central Assistance under AIBP are processed and thereafter, submitted to CWC (HQ)/ MoWR.
- The proposals of RRR of Water Bodies duly recommended by the State TAC and submitted by respective State Governments for inclusion and release of Central Assistance under the programme are processed and then submitted to CWC (HQ).
- Similarly proposals of CAD&WM works of irrigation projects duly approved by Empowered Committee of the State TAC and submitted by respective State Governments for inclusion under the programme are processed and then submitted to CWC (HQ).
- The water bodies under RRR programme are visited as per the norms and status reports are issued.
- Monitoring and Appraisal Directorate, Raipur
- Monitoring and Appraisal Directorate, Raipur is one of the directorates of Narmada Basin Organization, Bhopal which was setup in 2017.
- The directorate is headed by a Director who is assisted by one Deputy Director and One Assistant Director.
- The Directorate mainly deals with monitoring of various Major/Medium Water Resources Projects of Chhattisgarh under PMKSY-AIBP and CADWM Schemes.
- The Directorate is also entrusted with the Appraisal of Medium projects and Appraisal and Monitoring of projects /schemes under Surface Minor Irrigation (SMI), Repair, Renovation and Restoration of Water Bodies (RRR) and Flood Management Projects (FMP) of Chhattisgarh State.
- The Directorate represents DoWR, RD & GR/ CWC in Regional Committees of Chhattisgarh State such as SLSC etc.
- Directorate is assigned with works related to Co-ordination with Govt. of Chhattisgarh on various matters.
