Keeping in view the continuous shortfall in filling the vacancies in the various grades and also keeping in view the fact that for carrying out the work of the Commission effectively it was necessary to maintain/retain officers in the Commission, internal guidelines for forwarding applications of the officers of the CWC for deputation to the other Departments/Organizations was finalized in March, 1987. These are as under :

  1. These guidelines are applicable to Group ‘A’ , ‘B’ as well as Group ‘C’ officers of the CWC.
  2. The number of officers on deputation to other departments should not exceed 10% of the officers in position in each grade in the cadre.  This will be exclusive of the deputation under Central Deputation Scheme.
  3. Application will be forwarded only for such posts the duties of which are connected with Water Resources Development.
  4. The maximum period of deputation in one spell  should be four years.  The deputation period may be increased to a maximum period of 5 years in individual cases.
  5. The total period of deputation in the career of the officers should not exceed 10 years,
  6. The cooling off period will be as under  :-
    • Deputation of less than 1 year - 1 year
    • Deputation of less than 2 years and more than 1 year  -  2 years
    • Deputation of more than 3 years -   3 years.
  7. Application for deputation will not be forwarded till the time the officer has completed a minimum period of 5 years of service in CWC after initial joining.
  8. Officer already on deputation may be allowed to apply for another ex-cadre post, provided the total period of continued deputation in one spell does not exceed 4 years.
  9. When proposals are received from the borrowing organization seeking approval of CWC for considering the CWC officers already on deputation with them for a higher post, such post should be circulated within the CWC and if no person is willing, concurrence to such a proposal will be given with the stipulation that overall deputation period will be within the prescribed limits indicated above.
